In 2007, association leaders say they are preparing to pivot toward defense strategies, adjust their legislative and policy initiatives and look to bipartisan staff in their ranks to reach out to lawmakers this year.Under the specter of the 110th Congress, trade associations can expect increased scrutiny of their operations, finances and lobbying as a new Democrat majority moves to consolidate its power in Congress and enact proposed reforms.
